Franklin County tables $18,673 change order for Lakeview sports lights after design discrepancy

Franklin County Fiscal Court on Sept. 10 delayed action on a roughly $18,673 change order for electrical work at the Lakeview softball complex after engineers said Musco, the lighting vendor, required separate circuit breakers for each contactor — a requirement that was not reflected in the original bid documents.
Joanne White of Markham Engineering told the court that “Musco requires a separate circuit breaker for every contactor,” and that the shop-drawing review identified the need for 24 additional circuits, conduit and wiring. White said the revision added material and labor costs the electrical contractor, Blue Sky Electric, quoted at approximately the amount discussed on the record.
Several magistrates pressed the designer and contractor to explain how the requirement was missed. One magistrate said on the record that they “struggle with this being overlooked” because design teams are expected to include known manufacturer requirements in bid documents. Markham’s White said Musco provided more detailed requirements during the shop-drawing phase that had not been provided earlier.
Because the lighting hardware had already been purchased, court members said the county’s options were limited. The court voted to table the change order until the next regular meeting and asked staff to obtain additional documentation and context from Codell Construction and the contractor about who knew which requirements and when.
Next steps: staff will request specific documentation from the contractor and design team and return the item to the court for a decision at a future meeting.
