Franklin County approves engineering work order for Farmers Lane bridge to secure state bridge grant

Franklin County Fiscal Court on Aug. 27 approved a work order with HMB (engineering firm) for $84,300 as the county’s local match and design fee for the Farmers Lane bridge replacement. The project is a local contribution to a $343,295 county‑city bridge program grant recently awarded by the state.
Belinda presented the agreement and said the HMB fee covers bridge design, roadway design, survey and environmental work. Brad Gregory of HMB (appearing via Zoom) told the court the construction plan includes a temporary diversion runaround — using smaller culvert sections — to maintain access for residents, school buses and emergency vehicles while the old structure is removed and the new bridge is built.
Court members asked for assurance that access would be preserved; HMB explained the temporary diversion design and said work would be staged to maintain traffic. The resolution and work order were approved by the court on the record.
