The Aurora finance committee approved the following motions on Oct. 30, 2025 (all votes reported at committee: 5-0 unless noted):
- Approval of minutes for finance meetings (10/16/2025) and special meetings (10/21, 10/23) — motion carried 5-0.
- Ordinance 25-0863: Ward 2 budget amendment — $10,000 from Ward 2 fund balance to support a facade grant for a local business (total project ~$35,000). Motion approved 5-0.
- Resolution 25-0593: Accept $1,578,000 from the Illinois Department of Commerce and Economic Opportunity and enter a participation agreement with Hesed House for family-shelter expansion (rehab to increase capacity to ~120 beds). Motion approved 5-0.
- Resolution 25-0782: Five-year renewal of lease and subscription management software (debt book/subscription platform) for a total of $118,125 ($23,625/year). Motion approved 5-0.
- Resolution 25-0835: Ratification / approval of arbitrage rebate compliance services with Hilltop Securities Asset Management to cover remaining contract work through August 2027 (anticipated additional ~$13,000, total ~ $62,900). Motion approved 5-0.
- Resolution 25-00839: Authorize purchasing streetlight poles from Graybar (Itasca) for $102,579.34 to address knockdowns and replace deteriorating spun-concrete poles. Motion approved 5-0.
- Resolution 25-0852: Establish 2026 golf rates at Phillips Park Golf Course as presented. Motion approved 5-0.

- Becoming Oswego contract (temporary warming shelter) — informational walk-on; staff indicated the item will be added to the Committee of the Whole and Council agenda with additional outreach to downtown businesses.
