Consultants with Parametrix presented Liberty Lake's transportation network analysis at the Feb. 3 council meeting, identifying intersections that would degrade to level-of-service (LOS) E or F by 2028 and 2046 under projected growth and recommending mitigation options and cost estimates.
Amy (city staff) introduced Mitch Hadfield of Parametrix, who summarized the study area (23 signalized/major intersections) and explained the analysis methodology: translating vehicle delay into LOS grades for AM and PM peak hours. Mitch highlighted two intersections where further coordination is required with WSDOT: the Appleway/ I-90 off-ramps (potential signal or roundabout) and Harvard/Wellington Parkway (signal vs. developer-driven roundabout). He said mitigation measures would improve LOS in the short term and that the long-term analysis similarly identified Mission Avenue/Signal Drive as needing signalization or a roundabout tied to future library development.
Mitch also noted the report now includes cost estimates in an appendix to help the city plan funding. Outreach included an interactive story map (about 700 views since publication), which staff said will help public understanding of recommended mitigations.
Amy and staff told council the next step will be drafting a resolution for council consideration to adopt the network analysis and include it in capital planning work.
Council members asked about alignment between the network analysis and the 20-year capital facilities plan; staff said the new 20-year CFP has incorporated many of the study's projects as placeholders and the 6-year CFP will be updated as budgets are developed.
