A major agenda item on Oct. 23 centered on a proposed multi-tenant restaurant development at 660 Walnut Ridge Drive. Property owner Ravi Godia requested rezoning to permit on-premise sale of alcohol (RAB) and a relaxed parking standard so the development could accommodate up to six small tenant spaces and a shared patio.
Godia told council the project aims to bring a mix of cuisines and rely on substantial nearby foot traffic from area hotels; he said the site sits within walking distance of roughly 1,374 hotel rooms and that the earlier Bennigan’s operation and prior variances supported similar concessions. Opposing the request, Rihanna Chaudhary, general manager of Hyatt Place Dallas/Las Colinas, said the proposed alcohol and restaurant uses would hurt hotel dining revenues and expressed concern about neighborhood economic impacts.
Council members debated the appropriate parking-to-seat ratio, the number of potential tenant spaces, and whether the zoning change would automatically allow multiple future tenants to serve alcohol without separate state and city permits. After extended discussion the motion to approve the requested variances failed on a 4–4 tie. Council then voted to reconsider, and following that vote the council moved to postpone the item to the Nov. 6 meeting to allow fuller participation and staff follow-up.
What happens next: The item is continued to Nov. 6 so staff can provide additional analysis and the council can consider the request when a full council is present; any future approval for alcohol would still require Texas Alcoholic Beverage Commission review and separate permitting steps for each tenant.
