Irving council approves several zoning variances, postpones larger rezoning requests

The Irving City Council handled a block of routine items and numerous zoning requests on Oct. 23, approving consent agenda items and several property-specific variances while postponing larger or technically uncertain cases for additional staff review.

The council approved the consent agenda (items 2–12) unanimously, then passed a resolution objecting to proposed eliminations of DART routes and asking the DART board to reconsider. In zoning business, applicant James Thomas spoke for David Satterfield in favor of a special fence project plan at 715 West Tanglewood Drive to allow an 8-foot wooden fence near the property line; council discussion noted existing similar fences in the neighborhood and the lack of opposition from adjacent neighbors. The council approved that variance 7–1.

Several items were postponed so staff could work with applicants to refine designs and address technical questions: a carport/side-yard setback case (file 202574) was moved to Dec. 11 to allow staff to coordinate on drainage, permitting and fire-code concerns; other items were postponed at applicants’ requests or to align with calendar constraints so planning staff can finalize recommended conditions.

Other, smaller site-plan variances and residential encroachment requests were considered and decided during the meeting; when council approved an applicant’s request it typically did so by unanimous or near-unanimous vote. Where applicants asked for postponement, staff agreed to work with them on setbacks, drainage and permit compliance before return to council.

What happens next: Staff will coordinate with applicants on engineering, drainage and setback revisions as requested, and postponed items will return to a future council meeting on the dates announced by staff.
