The Delaware County Wastewater District board considered and approved a wastewater facilities dedication and acceptance agreement that transfers ownership of sanitary sewer lines, grinder pumps, force mains, lift stations, treatment-unit structures, electrical control equipment and perpetual access/maintenance easements to the district, contingent on final inspection and documentation.
Speaker 2 explained that easement language was added to the agreement so a separate resolution would not be necessary and recommended approval. Speaker 6 asked when the acceptance would take effect; Speaker 2 proposed approval be "modified to approved, pending" an inspection and receipt of startup/pressure-test documentation. The amendment to condition final acceptance on documentation and a staff visual inspection was seconded and carried.
The board separately voted to accept an easement for Jacqueline and Alan Ritchie running along property described as 3505 North County Road 500 West up to Highway 332, and accepted an easement from Waldo's LLC (Lisonbee property) covering two parcels with a primary address of 3737 North County Road 500 West that connects to the Ritchie property.
Commonwealth staff and a board member asked that test reports, startup reports and pressure-test documentation be provided for the district’s file and that staff perform a visual inspection before final acceptance. Speaker 9 (Commonwealth) said he would provide a draft inspection memo to staff next week and report back at the March meeting.
The board’s approvals were recorded with the condition that startup/pressure-test documentation and staff inspection be completed; the district will not finalize the acceptance until those items are received and verified.
