Summary
Saint Charles approved a service agreement with Lazarus House to administer a permanent supportive housing program for one eligible individual and authorized an allocation from the St. Charles Housing Trust Fund of up to $224,515 over 10 years to cover rent, utilities, and case management.
The Committee of the Whole voted Feb. 2 to authorize a service agreement between Saint Charles City and Lazarus House for a permanent supportive housing program and to allocate funds from the St. Charles Housing Trust Fund to support the program.
Staff said the Housing Commission recommended the program and that the service agreement would formalize Lazarus House’s administration of a permanent long-term supportive housing slot for one person who meets program criteria for chronic homelessness and disability. Staff described the program documents as consistent with Lazarus House’s federally funded practices.
Council approved the service agreement by motion and roll-call vote. Staff also presented a companion recommendation to allocate up to $224,515 from the Housing Trust Fund over 10 years; staff said that amount covers rent, utilities and case management and that disbursements will remain in the trust fund and be made quarterly to Lazarus House upon city request.
Council members moved and seconded approval; the clerk recorded roll-call votes and the chair announced the motions passed.
