County staff presented the application, explaining the applicant (James Franklin) seeks R‑2 residential zoning to create two lots of roughly five acres each; current R‑1 zoning restricts development to one unit per 10 acres. Staff cited consistency with the Town of Star Prairie and Saint Croix County comprehensive future land‑use maps and recommended approval under Section 15.54 of the county code.
John Sonotek, speaking on behalf of owner James Franklin, told the committee the applicant was available to answer questions and supported the request. Supervisor Van Summerin moved to grant the rezoning; Supervisor Shirley seconded. The committee voted by voice and the motion carried unanimously.
Staff noted the draft certified survey map shows proposed house pads sited to avoid steep slopes and that required lot-size minimums for the town (2 acres) would be met. No substantive public opposition was presented during the hearing.
The committee's approval forwards the rezoning to the necessary county-channel review steps for finalization.
