Public works reported two large trucks out of service and one with an electrical or transmission issue; staff said the borough has struggled to recruit CDL-qualified highway workers and has been operating with fewer trained heavy-equipment operators. The department said it supplemented local crews by contracting outside vendors during the storm and that prolonged sub-freezing temperatures reduced salt effectiveness and increased ice-pack formation.
Council members urged patience and explained the borough's constraints: staffing reductions, aging equipment, and the seasonal surge of demand. Council discussed contracting options for short-term help and noted that contracting costs (estimated during the meeting discussion) would come from the general fund, not capital funds.
Speakers emphasized the unusual combination of heavy snow, a hard ice layer and sustained low temperatures as a reason the event took longer to remedy than prior storms. Council said staff will pursue repair or replacement of affected trucks and consider contingency contracting in future storms.
