Sioux Falls council sets multiple rezoning matters for second reading, approves applications

The Sioux Falls City Council on Sept. 16 set second readings for a string of rezoning ordinances affecting both industrial and residential parcels across the city.
Jason Bieber, representing Planning and Development Services, told the council the application from the Sioux Falls Development Foundation would rezone roughly 13.47 acres north of West Memory Lane and west of I‑29 to the I‑2 Heavy Industrial District to add the land to Foundation Park North. Bieber said the planning commission recommended approval 3–0 and the council set a second reading for Oct. 7, 2025.
Bieber also presented a separate Foundation Park proposal covering about 77.28 acres northwest of Fronts Marion Road and north of Memory Lane, likewise recommended by the planning commission and scheduled for a second reading on Oct. 7.
On neighborhood parcels, the council set second readings for these first‑reading ordinances (all set for Oct. 7, 2025): rezoning 210 North Sherman Avenue (0.4 acres) for a three‑story housing facility proposed by Saint Francis House (private applicant Julie Becker); rezoning 2011 South Norton Avenue (0.14 acres) to allow a duplex (applicant 3 MJ Properties) — Councilor Spellerberg recused from that item; rezoning 2008 West 33rd Street (0.17 acres) to restore residential use; and rezoning 1.13 acres south of East 10th and east of 6 Mile Road for a single‑family lot.
During discussion, Councilor Shale asked why the planning commission record often showed three members on some recommendations; staff said recusals and consent‑agenda procedures explained the apparent 3–0 votes. Councilor Sale flagged potential local impacts for one parcel near Willow Run Golf Course, noting "wayward golf balls" could affect future residents.
All motions to set second readings passed or were advanced by unanimous recorded votes at the meeting; the Norton Avenue item passed with an official recusal recorded. The second readings are scheduled for Oct. 7, when councilors are expected to revisit the ordinances and any public testimony.
The council did not adopt any of the ordinances on Sept. 16; members only moved the items forward to the required second readings.
