Multiple callers and representatives of equestrian groups told the Board of Supervisors on Oct. 23 that plans for the Bonsall (transcribed alternately as "Bonsoil"/"Bonneville") Community Park risk excluding equestrian access and staging areas.
Donna Hine, speaking for the San Diego equestrian community, said equestrians have maintained the San Luis Rey river-trail network for decades and asked the Department of Parks and Recreation to include equestrian staging, hitching posts and water in the park plan. Stephanie Baxter, vice chair of the Fallbrook Community Planning Group, said outreach omitted equestrian users and warned that excluding equestrian amenities would sever a historic 18-mile trail connection and harm recreation and tourism in North County.
A realtor and other callers asked the board to review reappropriated funds and ensure the park retains equestrian staging areas and safe parking. Supervisor Jim Desmond commented separately that county staff have been meeting with park staff and that staff should continue to work with the equestrian community to find a staging area near the proposed park.
The board did not change the project at the meeting; speakers asked staff and the Department of Parks and Recreation to include equestrian needs in the final plan and public outreach going forward.
