Board approves minutes, consent calendar and land-use items unanimously; moves to closed session

The San Diego County Board of Supervisors on Oct. 23 approved routine business items and several land-use measures with unanimous recorded votes among supervisors present, then recessed into closed session.

The board approved the statement of proceedings/minutes for the Oct. 9, 2024 land-use session after a motion, second and roll call; the clerk recorded the motion as passing unanimously. The consent calendar (items 1–7) was formed and moved by Supervisor Montgomery Stepp; Supervisor Jim Desmond seconded, and the clerk announced the consent calendar passed with all supervisors present voting aye.

Item 8 (land use/environment regulatory code implementing guidelines and related policies) received eight public commenters and an e-comment; after public testimony the board moved, seconded and approved the item unanimously. Item 9 (Turnbull open space—addendum to a previously adopted mitigated negative declaration) had five phone callers and one e-comment in favor; the board moved, seconded and approved the item unanimously.

No votes reported a negative vote, abstention or recusal on the record for these items. The board subsequently recessed into closed session to continue matters from the prior meeting and to receive any county-counsel report upon return.
