Highlights included USTA‑funded resurfacing of six tennis courts at Victor Park with anticipated substantial completion in mid‑February; a Texas Parks and Wildlife planning grant for a kayak launch at McCullough Park (design complete, construction could be pursued later); and a State Energy Conservation Office grant to retrofit LED lighting at four youth baseball fields with a total grant of about $225,577.
Staff also described a Texas A&M Community Forestry grant to plant about 270 native trees across ten parks and trail locations (50% city match), and outlined a proposed $6 million Harlingen Recreation Center at Hamilton Park funded through a mix of state, local and private sources contingent on future approvals and procurement.
Parks staff said they will coordinate planting windows, secure vendors, schedule installations to avoid disrupting youth programming and return with final design and procurement items as required.
