Lindsay council authorizes RFQ for transit center design; staff cites $8.61M transit hub estimate

Lindsay — The Lindsay City Council unanimously authorized staff to issue a request for qualifications (RFQ) to design a proposed Lindsay Transit Center after a staff presentation that updated the council on funding and conceptual plans.
City staff described the transit center as a long-running project that began in 2019. The city purchased a former packing-house site of about 72,800 square feet at Hermosa and (street name in packet) and identified funding sources including CalSTA and TCAG. Staff presented a conceptual plan that separates a transit hub (Building B) from a larger multipurpose building (Building A); the hub was costed at an estimated $8,610,000 while the multipurpose building was estimated at roughly $5 million and is not currently funded.
In the presentation staff said the project is “a collaboration between the city of Lindsay and TCAG” and that the transit hub would improve access to transit, support low-income residents and integrate Lindsay into the regional transit network. Council members offered design input including drought-tolerant landscaping, space for temporary food trucks, and EV charging infrastructure.
Following discussion, a motion to send the design RFQ passed 5-0. The RFQ will solicit qualified design firms and site plans for Building B; the multipurpose building was excluded from the initial RFQ pending future funding.
Next steps identified by staff include issuing the RFQ, receiving responses, and returning to council with design proposals and a recommended firm.
