Greenbelt legislative liaison briefs council on rent-stabilization and infrastructure bills

Daryl Carrington, the city’s contracted legislative liaison, gave a wide-ranging recap of the 2024 session and a preview of items to watch for 2025. He highlighted state measures including SB 442 addressing street racing, HB 282 expanding civilian review of automated speed monitoring, and local-interest measures like rent stabilization that will affect Greenbelt’s older housing stock. Carrington said many Greenbelt rental units predate 2000 and therefore may fall under the new rent-stabilization provisions, noting co-op housing (GHI) was excluded in amendments.

Carrington reviewed the legislative calendar—August 30 is the deadline for executive agencies to submit FY2026 budgets and department legislation to the governor; Oct. 1 is the customary enactment date for many bills; Nov. 1 is the drafting deadline for prefile bills; and the new session starts Jan. 8. He warned of a structural budget deficit at the state level and cautioned that items with fiscal notes will face obstacles, recommending modest, policy-centered municipal requests to improve chances of success. Several council members asked for clearer, more actionable timelines and accessible color-contrast charts in future reports; Carrington agreed to refine the reporting format and to provide updated status tables and color-accessibility adjustments.

Councilmembers discussed the need to receive timely notice when bills move out of committee so the city can testify or send letters. Carrington offered to provide more granular timelines and to work with the city’s staff on priorities ahead of the next session.
