Grantsville staff presented a revised annexation policy plan for discussion on Feb. 3 that outlines three broad areas the city would consider for future annexation: Area A (Burmester Inland Port, extending toward the county line and including Stansbury Island), Area B (Six Mile Ranch and adjoining properties), and Area C (southwest foothill areas). Phil, Community Development director, said state code requires an annexation plan and that including these areas does not obligate the city to provide immediate services if landowners do not petition to annex.
Phil noted much of Area A is federal BLM land and that some parcels in the proposed areas are unlikely to develop. He described annexation as a "willing buyer, willing seller" process that typically involves coordination with Tooele County and could require boundary‑commission resolution in disputed cases.
Commissioners raised concerns about setting expectations for private landowners and urged staff to be cautious about publicizing areas that landowners do not wish to include. One commissioner suggested recording encumbrances or notices on plats to inform future buyers about nearby racetrack noise and other conditions; staff indicated such notes can be used in plats and development approvals.
