Kahoolawe commission authorizes base-camp contract extension, awards communications contract to Harmar Radio

The Kahoolawe Island Reserve Commission authorized a one-year extension of the base-camp management contract and approved a new communications contract at its Sept. 24 meeting. Executive Director Mike presented the base-camp extension as the first option year of the existing contract and said the only notable increase in the extension pricing was a personnel escalation tied to salaries; non-personnel rates remain largely unchanged.
Commissioners asked how the extension would be funded. Mike said base-camp operations are funded through a mix of grants and general funds, and that no trust-fund principal would be used for base-camp operations. He said workforce billed to the base-camp contract consists of four facility-support staff and one food-service worker (five total charged to the contract).
On the communications contract, staff recommended awarding the contract to Harmar Radio and Electronics as the lowest technically acceptable bidder. The staff read an amount of approximately $74,876.77 for the 05/01/2025–04/30/2026 contract period and noted the bid price is comparable to the prior year with contingency increases for relay maintenance and additional radios. The commission unanimously approved the award.
The commission’s vote authorized the executive director to proceed with the contracting actions. Staff said they will continue to apply grant reimbursements and general funds as budgeted and will report back on any significant changes to contract costs.
