During the budget presentation Speaker 2 reviewed Carroll County Public Schools’ budget request and the county’s role in funding schools. He said the school system’s planned revenues total about $246,000,000 and that the superintendent built a request based on $7,000,000 the county had already planned; the superintendent then asked for another approximately $44,000,000 specifically to implement Blueprint.
Speaker 2 and several commissioners debated whether and how the county could use one‑time fund balance to meet school requests. Speaker 2 cautioned that the county’s projected unassigned fund balance is one‑time money: "We spend it once and it's gone," he said, and warned that using one‑time money for ongoing school needs would create a sustainability problem in FY27 and beyond.
Commissioner comments: Commissioners asked for scenarios and requested more clarity on where the county could meet school needs without committing unsustainable ongoing funding. Several commissioners said they preferred seeking a middle path between fully funding the schools’ request and providing none of the Blueprint additions.
