During debate, a commissioner who made the motion framed the vote as a public demonstration to Annapolis, saying the step would show the county “is taking a step forward” in addressing the school system’s needs. Opponents warned about the local tax impact and urged caution given the continuing budget process; one commissioner noted the county already increased recordation tax last year to help schools.
