SFPUC approves multiple contract awards, contingency increases and Hetch Hetchy on-call augmentations

Alicia Reinhart presented Item 11 to adopt a refined mitigation monitoring and reporting program under the California Environmental Quality Act and to award contract WD-2909 (Sonoma Valley Water Treatment Plant short-term improvements) to Western Water Constructors. The staff report listed five bids and recommended the lowest responsible bidder; the low bid was $44,900,000 compared with an engineer’s estimate of $47,400,000. Commissioners asked whether the scope involved significant underground work; staff said the work is mostly visible in the field and not expected to yield many unforeseen underground conditions.
For Item 12 project manager Tracy Kale described a request to add 365 calendar days to the duration contingency for contract WD-2845 (cathodic protection for transmission pipelines) because of PG&E delays in providing utility power. The commission approved the duration extension with no change to contract amount.
Carmen Luke presented Item 13 seeking a $2,000,000 increase to cost contingency and 350-calendar-day duration contingency for contract WW723R Channel Force Main Intertie. Staff explained that the late notice to proceed and unforeseen subsurface conditions (including utility location complexity affecting dewatering design) increased dewatering needs; commissioners approved the cost and duration increases.
Item 14 requested Amendment 1 to increase each of three PRO-0275 on-call construction management and staff augmentation agreements for Hetch Hetchy capital projects by $2,000,000 (raising each contract from $4M to $6M). Lucas Hoffman described the need for additional construction management capacity given a doubling of active projects across the Hetch Hetchy program, technical oversight requirements (hydroelectric generator work, diving oversight, specialty commissioning) and extended outage work windows. Commissioners supported the increases and approved the amendment.
