Councilors set initial policy parameters for rental fees at two new city venues Thursday: the Armory and the Murray Theater. Staff and presenters (Mayor’s office, Jeff Martin and Katie Linquist) asked the council which fees should be reserved for council approval and which could be delegated to the mayor.
By voice consensus, councilors said they will codify base armory rental fees at the council level and allow the mayor/administration to manage variable ancillary fees such as security deposits, staffing and alcohol permits. Councilors said that approach preserves public oversight of base rental policy while allowing operational flexibility for event logistics and staffing decisions.
The theater raised more complex questions, including ticket‑sale pricing variability, rehearsal‑day fees, cleaning charges and equipment replacement schedules. Staff asked for flexibility to set many operational fees to respond to market and programming differences. After discussion, the council agreed to revisit theater fee structures after about one year in operation (staff suggested a target review date of January 2027), letting staff apply initial base rates while collecting real‑world usage and cost data.
Councilors emphasized the need to protect resident access and to ensure cleaning and maintenance costs are covered. Staff said rental volumes have been high for the armory (multiple bookings weekly), that the armory appears to be covering operating and maintenance costs (excluding renovation amortization), and that the theater’s fee schedule was developed from equipment replacement life‑cycle calculations and venue comparisons.
No ordinance was adopted at the meeting; staff will have GL prepare code language to implement the council’s direction and will return with final code text for formal adoption.
