San Juan County adopts updated land-use section of general plan

The San Juan County Commission on Feb. 3 approved amendments to the land-use section of the county's general plan, accepting a recommendation the planning commission made on Dec. 23, 2025.
Planner Corey Olman told the commission the general plan provides a "10,000-foot" framework that guides future land-use decisions and must be updated or readopted at least every five years. He said planning commissioners streamlined language, removed overly specific agency lists and incorporated recent state code changes relevant to resource management and transportation.
Commissioners clarified that the packet before them contained only the land-use section (about five pages) of a larger comprehensive plan of more than 120 pages. Staff emphasized the difference between a general plan (adopted by resolution and providing policy guidance) and zoning or land-use ordinances (rules that carry legal force). After discussion, a motion to adopt the land-use section passed by voice vote.
The commission directed staff to continue work on other plan modules — for example, a separate water element — at future meetings and noted that adoption of the general plan does not itself change zoning or land-use enforcement.
