Longview board reviews strategic plan timeline, schedules listening sessions and delays full SPRIC implementation

District leadership updated the Longview School District board on Oct. 13 about the timeline and outreach for a new strategic plan and recommended pausing full implementation of the Strategic Plan Review Committee (SPRIC) process while the district develops action plans and collects stakeholder feedback.
Superintendent Dr. Goinden (presenting) said the plan’s process included work with consultant Scholar First, principal interviews with 20–30 students per school, multiple stakeholder listening sessions, an all-staff Zoom led by Scholar First, and a multi-part survey for students, staff and families. The superintendent pointed to a Listening & Learning Day scheduled for Oct. 15 and said follow-up surveys would be anonymous and targeted to different stakeholder groups.
"We started the plan last year," the superintendent said, summarizing completed milestones and the next steps that include a 'profile of a graduate' exercise and a larger staff convening in January to shape research-based action steps. He recommended that the district hold additional work sessions and invite principals to present results tied to priority initiatives rather than immediately implementing the full SPRIC review process as written in policy.
Board members discussed how the board should receive and review school improvement plans and the role of principals in presenting results. One board member said the process had, in the past, sometimes become a "dog-and-pony" presentation and urged a focus on results and outcomes. Staff said roughly 200 participants will be engaged in planning teams (excluding the Listening & Learning Day and survey responses).
The superintendent proposed bringing back drafts and targeted presentations to the board through the winter and spring, with the board’s goal of approving the strategic plan in April 2026. The district plans to include teacher voice in January sessions focused on research-based strategies to reach district goals.
Next steps: Listening & Learning Day activities and surveys will proceed in October; staff will bring interim updates and work-session recommendations to the board in subsequent meetings, and a final plan is targeted for board approval in April 2026.
