Board approves PRAM project list; Memorial Stadium Phase 4 modernization cleared to proceed

District operations and facilities staff presented the 2026 PRAM project list and the board approved proceeding with the Memorial Stadium Phase 4 modernization project.

Rick Parish, executive director of operations, and facilities manager Jason Reeds walked the board through prioritized projects that are fully funded by locally voter-approved capital projects and the district’s security and technology levy. Staff emphasized four priority categories: extend asset useful life, improve classroom environments, upgrade athletic facilities and enhance safety and security.

Key projects and estimates presented by staff included: safety strobes and additional cameras at Northlake Elementary ($6,000); Monticello drywall/window countertop repairs ($90,000); door peepholes ($3,000) and classroom flooring ($30,000) at RA Long; RA Long portico repairs ($80,000); Memorial Stadium visitor bleachers ($450,000); Columbia Heights vestibule improvements and a new fire alarm ($3,000 and $150,000); Cascade boiler burner replacement ($40,000); a major elementary-school roof ($1,000,000); Mount Solo boiler and control panel replacement ($70,000); and districtwide targeted keycard access upgrades (estimated $156,000). Staff said contingency, engineering and sales tax added to project estimates and noted sales tax for projects was estimated at roughly $200,000+ this cycle.

Board members asked about historic-building approvals and warranties; staff confirmed some projects require historic review and that earlier supply-chain limits had influenced prior work. Staff said keycard systems are reprogrammable and allow rapid deactivation of lost cards. After discussion, a motion to approve Phase 4 of the Memorial Stadium modernization project passed by voice vote.

Next steps: staff will proceed with the bidding and contracting process for projects in the adopted PRAM list and manage contingencies and engineering as needed.
