The Planning and Zoning Commission approved a text amendment (TA 2025-09) on Feb. 3 to update Chino Valley’s Unified Development Ordinance to reflect recent state legislation that moves preliminary and final subdivision plat approvals to administrative review.
Zoning Administrator (speaker 11) explained that the state removed mandatory Planning Commission and Town Council approval for certain subdivision steps and assigned final review authority to staff, with appeals from applicants going to the Planning and Zoning Commission. Staff emphasized that standard vetting, agency coordination (for ADOT, water, sewer) and existing timing and bonding provisions remain in the code; the amendment primarily changes who issues the approval rather than review standards. Commissioners asked staff to ensure time-limit language and phase-completion deadlines remain consistent with existing subdivision code; staff confirmed the numerical deadlines are unchanged and the amendment only alters the decision authority.
The commission moved and approved the amendment by voice vote; staff will forward the amended code language to the Town Council as required.
