Jessica Berrigan, senior planner in Development Services, told commissioners the applicant (Science Plus on behalf of Sheets Investments LLC) completed required reviews, held a neighborhood meeting on Jan. 5 with no attendees or recorded objections, and committed to dark‑sky measures. Staff cited the town’s signage code (section 4.21.0.5.c) and UDO review procedures (1.9.0.3) and recommended forwarding the CUP to Town Council for approval subject to the conditions in Attachment A.
No members of the public spoke on the item. Commissioner (speaker 3) moved to approve the CUP as presented, Commissioner (speaker 4) seconded, and the motion carried unanimously by voice vote.
What this means: The approved CUP allows the replacement of the existing monument sign with a code‑compliant freestanding EMC approximately 13 feet tall with an 8‑foot clearance from the ground, subject to the conditions identified in Attachment A and ADOT comment about signage along SR‑89.
