The DeKalb County commissioners handled several routine procurement and administrative matters at their Feb. 2 meeting, passing motions on a range of items from a road-construction contract to departmental hours and invoices.
Community Crossings bid award Highway staff reported receiving five bids under the Community Crossings matching-grant program and recommended Brooks Construction as the lowest responsive bidder. A commissioner moved to award the contract to Brooks Construction for $1,113,742; the motion was seconded and carried on a voice vote (recorded as 3–0).
VA office hours A veteran-services representative asked permission to change VA office hours to match the health department’s schedule (8:30 a.m.–4:30 p.m.). Commissioners checked for any state restrictions and, after confirming minimum-hours requirements would be met, moved and approved the requested hours change.
DART quarterly report and grants Kimberly Teagarden of DART presented a year-end and Q4 briefing: three recalled vans were returned to service late last year, DART staffed 2 full-time and 12 part-time drivers in 2025, and the agency secured a $5,000 United Way grant for fleet decals and a $10,000 AWS grant to subsidize fares for Alliance Riders. Commissioners voted to accept DART’s quarterly invoice and allow the president to sign the report.
Other approvals and directions - Payroll and claims were approved by motion and voice vote. - County attorney was authorized to pursue collections for a delinquent innkeepers-tax account (Baymont) after staff reported missing months of reports and penalties of roughly $2,400. - A $155 emergency invoice from Animal Care and Control for a recent animal-control response was approved for payment. - The Change Academy data-sharing agreement was authorized for signature by the commission president to enable a short-turnaround juvenile behavioral health grant application and related services. - Commissioners directed staff to draft an optional-use county minivan policy for elected officials/department heads to reduce mileage costs; the motion to create the policy passed 3–0.
Votes and next steps: Several motions carried by voice vote (typically recorded 3–0). Staff will follow up on contract paperwork for Brooks Construction, finalize the VA hours change implementation, and prepare the requested minivan policy and attorney collection letter.
