Tooele police chief proposes $1,000 annual fee for outside agencies using city firearms range

Tooele Police Chief Adrian Day told the city council on Feb. 4 that the city intends to add an annual fee for outside agencies that use the police firearms range to help cover maintenance and equipment costs.
Day said the range sits at the end of Smelter Road and the city has a lease with ARCO that "expires in December 2090." He described routine expenses — paper targets, compressors, cleanup and parts that break — and said the proposed resolution (2026-03) would add an annual fee of about $1,000 per agency that uses the range. "For the use of this range, we'd like to add an annual fee to these local agencies of about $1,000 per year to help with these needs," Day said.
Day said use of the range will be limited; Tooele Tech Police Academy cadets use it for training and the city will prioritize law-enforcement training over permitting general public use. He also noted the academy is not strictly a police agency but performs police training. Council members asked whether the fee is intended solely for cost recovery or to generate revenue; Day said it is to cover fair share expenses and not to make money. Several members raised the lead-recovery requirement in the resolution's draft and noted that if lead recovery is triggered that would be a substantial cost to the city that might require adjusting the fee.
Chief Day thanked the council and said the resolution is scheduled for the business meeting that evening for a formal vote. No formal motion or vote occurred at the work meeting.
