Evanston Rules Committee forwards rules to council and approves working‑group appointments

The committee voted to forward the full rules packet to the council for final consideration, leaving detailed amendments open for later debate. The panel discussed and then approved removing two required council seats from the 9‑1‑1 emergency telephone system board, agreeing instead to retain a resident slot and have the board report to the Human Services Committee; the motion to remove the two council‑member requirement passed and will require staff follow‑up to correct code language and post an open resident vacancy.
On intergovernmental coordination, the committee approved naming a city representative to a new City–District 65 facilities working group that staff said will meet two to three times before reporting back by April 15. Committee members asked that some meetings be publicly noticed to solicit resident input.
A separate proposal to move regular council meetings from Monday to Tuesday – intended to reduce conflicts with school district schedules – prompted lengthy discussion about staff workload, commission calendars and resident access; the committee voted to table that schedule change to allow more coordination with school districts and other stakeholders.
For the zoning code rewrite, Community Development Director Sarah Flax described a proposed oversight working group to keep the process on track; the committee appointed two councilmembers to serve on the group and designated Councilmember Rogers as chair.
What’s next: Staff will prepare code amendments and notices for the 9‑1‑1 board changes, schedule the working‑group meetings and place the rules package on the City Council agenda for final action.
