Aurora finance committee approves 2025 Special Service Area levies

Aurora — The Finance Committee on Nov. 18 approved a package of ordinances levying Special Service Area (SSA) taxes for the 2025 fiscal year, voting 5–0 to adopt the measures listed on the meeting agenda.
Stacy Peterson, chief financial officer, told the committee nine SSAs are active and that the SSAs on the Nov. 18 agenda include SSA 1, SSA 44, SSA 66A–D, SSA 67 and SSA 24; SSA 90 was not part of the vote and will be considered at the Nov. 20 meeting. "The SSA 90 will be on, the twentieth," Peterson said.
The clerk read ordinance numbers associated with the levies (25-0864, 25-0865, 25-0867, 25-0868, 25-0869, 25-0870, 25-0872 and 25-0873). Peterson summarized recent changes: SSA 63 and SSA 65 are completed and off the active schedule; SSA 66A (New Haven/Foreign Lane) is increasing by $100, SSA 66B (Westside Foreign Lane) by $50, SSA 66C by $100 and SSA 66D by $5. The presentation clarified the agenda sheet is an informational summary comparing last year to this year; the committee votes only on the SSAs listed on the agenda.
Alderman Keith Larson asked whether SSA 90’s new levy of $63.13 aligned with the pre-extension amount; Peterson said it was "in line with the same amount." On SSA 1’s $350,000 levy, Peterson and Brian Caputo, director of operations management, explained that each SSA has a maximum levy rate (the example SSA tops out at 1%) and staff often levies toward that cap. Caputo noted actual receipts can fall short of the maximum; he provided 2024 levy receipts for SSA 1 as $329,504.
Alderman Edward J. Bugg flagged SSA 24 as unresolved at the neighborhood level: Eagle Point lacks homeowners association board members to request higher levies, and the community faces a costly fence replacement estimated to far exceed the SSA’s balance (currently under $100,000). "They don't have any board members," Bugg said, urging staff to provide the SSA’s current balance and background outside the meeting so the alderman can pursue options once an HOA board is reconstituted.
With no further discussion, the committee called the vote. The clerk recorded the motion as passing 5–0.
What’s next: SSA 90 will be presented at the Nov. 20 meeting. Staff said they will provide additional background and current balances for SSA 24 at Bugg’s request.
