Sioux Falls council adopts Falls Park master plan despite funding questions; Sale votes no

City planners and consultants presented a multi-decade Falls Park Master Plan to the Sioux Falls City Council on Feb. 2 and the council adopted the plan on a 5–1 roll call vote.
Mike Pen, Parks and Recreation, summarized the plan as a long-term vision to preserve and enhance the park core, improve circulation, expand programming year-round, pursue partnership opportunities, improve water quality and environmental practices, and preserve historic elements. Consultant John Jacobson (Confluence) highlighted design concepts such as moving parking to perimeter edges, creating a pedestrian land bridge to connect park halves and the quarry, and adding year-round programming to make Falls Park a signature destination.
Staff and the consultant emphasized the plan is a framework without an immediate construction schedule; Parks staff confirmed there are currently no dollars in the Capital Improvement Plan or the adopted budget for Falls Park work. Council Member Sale objected to adoption citing "no timetable" and "no funding sources" and said he would vote no. Other council members supported adoption as a planning framework and the resolution passed 5 to 1.
The plan was developed through a national design competition, community outreach, an open house, and a Park Board recommendation; staff said detailed steps and funding strategies will follow. The council listed the plan as adopted but did not allocate specific funding at this meeting.
