Council members debated whether the policy should allow both an organization and an individual to be honored in a single year or should default to a single recipient to preserve the award's prestige. After discussion the council voted to remove the conjunction "and" so the policy will read that "1 individual or 1 organization" may receive the award in a given year. Council then voted to approve the CAC's recommendation as modified.
