Staff reported Interstate Rock was the low bidder and only bidder on the pump-station construction at $1,080,639.50. The low bid for pump and motor supply was $160,558 from Nickerson Company (Salt Lake); an alternate local bidder was discussed but staff noted long-standing vendor relationships and competitiveness.
Staff said the project will allow the city to use its own water rights, reducing purchases from the water district, and that the booster-station work is phased so development will fund later phases. Council members asked about the ability to use the water immediately once work is finished and about local bidder participation; staff confirmed the pipeline capacity exists and that timing and phasing are intended to integrate with eastward development.
A motion to award the construction and supply contracts was made, seconded, and passed with council 'Aye' responses. Staff described the project as an investment that will pay for itself in a few years and noted the bid opening and evaluation process.
