McAllen ISD trustees approve consent agenda, budget amendment, contracts and property sale to city of McAllen

The McAllen Independent School District Board of Trustees approved a series of routine and substantive items during its Aug. 13 regular meeting.
Consent agenda: Trustees approved consent agenda items 9A–9Q by motion (mover: Trustee Aliseta; second: Trustee Dela Garza Lopez). The consent package included recurring administrative approvals and reports; the chair called the motion and the board recorded the vote as passed.
Instructional and personnel items: The board approved the advanced course list and the 'no pass, no play' rules for 2024–25, designated Theory of Knowledge as an innovative course for the International Baccalaureate program, approved the McAllen High School Dance Team travel to a national competition in Hawaii (March 14, 2025), adopted the annual T-TESS appraisal calendar and certified appraisers list, and adopted the 2024–25 Student Code of Conduct. Human resources recommendations discussed in closed session were approved in open session (motion carried 4–0).
Budget and finance: Trustees approved a July 2024 budget amendment (primarily carryforwards from assigned fund balance). They also approved an authorized broker-dealer list under the Public Funds Investment Act and a resolution designating independent sources for investment training and officer designation.
Contracts and final payments: The board approved final payments to contractors on multiple projects: Noble Texas Builders LLC (UTRGV McAllen ISD Collegiate Academy contract #2020-3116), American Contracting USA Inc. (William B. Travis school reroof and mechanical upgrade contract #2020-365), and Econ Group LLC (McAllen Veterans Memorial Stadium new press box contract #2021-2023).
Public safety and professional development: The board approved Memorandum of Understanding No. 20205-587 between UTRGV Police Department and McAllen ISD Police Department to clarify jurisdictional and interagency support, with McAllen ISD Police Chief Silva available for questions. Trustees also approved agreement No. 2025‑093 with DMR Educational Consulting Inc. for ELA/reading professional development.
Real estate sale: Following closed session, trustees approved the sale of district property to the city of McAllen. The motion was amended and restated on the record to specify the sale at the price offered by the city; the board carried the motion 4–0.
