Rob Bartoli, LAFCO's executive officer, explained the working group's proposal to split the existing coastal region into smaller regions and to reduce the total CALAFCO board membership from 20 to 16. He said CALAFCO staff asked member LAFCOs to provide comments in advance of a Feb. 23 special board meeting where some bylaw changes may be considered; the proposed regional-map changes would not be voted on in February but could return for action later in the year.
Commissioners voiced a mix of support and concern. Several commissioners said they oppose removing seat types because doing so could reduce guaranteed representation from counties, cities, special districts and the public. Multiple commissioners also objected to making regional executive officers automatic voting members; they preferred an advisory role or limiting executive officers' eligibility to serve only if nominated and authorized by their LAFCO boards. "I don't want it to be 2 staff," one commissioner said, arguing for balance between elected members and staff perspectives.
Given the evolving package of proposed changes and unresolved mapping questions, LAFCO staff said they would convey the commission's concerns to the LAFCO voting delegate. The commission then nominated and voted to appoint Chair Virginia Jane Corrali as the commission's voting member for the special CALAFCO board meeting, with Vice Chair Draper named as alternate.
What happens next: LAFCO's appointed voting delegate will attend the Feb. 23 CALAFCO special meeting and carry the commission's concerns; the map proposal may return later in the year for further discussion or a vote.
