The council on Feb. 4 authorized the city manager to develop recommendations regarding Richmond's cannabis sector and report back in about 60 days.
The item (N2A) was removed from the consent calendar for discussion after a public speaker raised code‑enforcement concerns. Finance Director Emily Combs told council the direction focuses on licensed cannabis businesses and whether tax or regulatory changes have disadvantaged them relative to other cities; staff noted a related enforcement effort concerning unlicensed retailers is underway and that issues may overlap.
Several council members and community speakers asked staff to include the effect of unlicensed (tobacco-turned-cannabis) retailers when considering the tax and compliance environment; staff said an update on enforcement of unlicensed retailers is expected in late February and that the broader study could encompass tax, compliance and market impacts. The motion to authorize the city manager to develop recommendations and return in about 60 days passed with Council Member Zepeda absent.
Next steps: City management will produce a set of recommendations for council consideration, which may include tax-comparison analysis, enforcement options for unlicensed activity, and measures to support licensed businesses.
