Board approves private family cemetery on Stover Road pending Ag Board action

The Carroll County Board of Zoning Appeals voted to approve a conditional‑use request from Blaine Harmon to establish a private family cemetery on his property at 1785 Stover Road.
Planning staff told the board the site, in the Agricultural zoning district, is consistent with the county’s master plan. At the hearing Harmon described the burial area as wooded and private, said his family will keep the site in trust and that headstones are planned for family members who choose them. “We plan on keeping it in the family, forming a trust,” Harmon said.
Board members noted the property is enrolled in Ag Land Preservation and emphasized that the Ag Land Preservation Advisory Board must review and sign off. Staff had alerted the board that Ag Board approval could follow at its February meeting and asked that any BZA approval be conditioned on that action and on issuance of a zoning certificate for recordkeeping.
Mister Caldwell, who made the motion to approve, said the site was secluded and appropriate for a private family plot; other members agreed. The board’s oral decision will be finalized in a written order to be issued within 30 days and may be appealed to the Circuit Court for Carroll County.
The board also recorded a site visit date for late January 2026 and accepted the application file and supporting materials into the record.
