Preliminary county CIP highlights two school additions as commissioners warn of localized overcrowding

Ted Zaleski, director of management and budget for Carroll County, presented the county’s preliminary recommended capital‑improvement program at the Jan. 21 Planning & Zoning Commission meeting and underscored a modest CIP focused on renewing infrastructure with a few school additions.
Zaleski said the proposed CIP includes additions to Freedom Elementary School and Sykesville Middle School intended to ease capacity pressures in the southeast part of the county. He told the commission that, while the county has overall capacity, “the capacity isn’t always where the students are,” and said the state’s expansion of pre‑K and full‑day kindergarten has driven some immediate capital needs.
Commissioners asked whether redistricting could reduce the need for additions; Zaleski said redistricting could address imbalances but noted political and practical constraints. Board members also discussed teacher shortages and the state’s blueprint proposals, which Zaleski said could require tens of thousands more teachers statewide if fully implemented — a constraint on local operating budgets.
Staff noted concurrency management challenges for schools and emergency services and described ongoing coordination with the school system and fire/EMS to track capacity and response times. The concurrency management report and CIP recommendations will be forwarded to the Board of County Commissioners with a letter from the planning commission.
