Carroll County staff outlines agriculture, economy and housing work groups for master‑plan update

County planning staff presented a detailed plan on March 5 to convene three master‑plan work groups — agriculture, economic development and housing — to develop recommendations for Carroll County’s 10‑year master‑plan update. "These work groups are allowed under your rules and procedures," staff said, adding the groups will review contracted studies and produce recommendations on land use, regulations, policy and capital investments.
Claire Stewart, the facilitator for the Agriculture Work Group as introduced by staff, said the group will analyze trends, threats and opportunities affecting agriculture in the county, consider ag‑preservation strategy (the county is approaching about 80% of a 100,000‑acre ag‑preservation goal) and discuss farm diversification, agritourism and succession planning. "The purpose is to review and analyze studies, reports, and research to identify the primary issues that influence the long term viability of agriculture in rural communities in Carroll County," Stewart said. Proposed membership includes planning commission ex‑officios, representatives from the Board of Zoning Appeals, Ag Preservation Advisory Board, Environmental Advisory Council, county staff and ag stakeholders including the Carroll County Farm Bureau and Soil Conservation District.
Staff described the Economic Development Work Group’s charge to revisit the county economic‑development and land‑use (EDLU) study scenarios, review a 31‑property site analysis and identify where public investments (water/sewer, roads, utilities) would be needed to support preferred growth scenarios. The economic group’s proposed membership includes representatives from the industrial development authority, workforce board, municipal governments, higher education and private‑sector site development experts.
The Housing Work Group will take up six housing needs identified in the housing study: expand housing variety, address high home values and starter‑home shortages, reduce disparities for protected classes, improve transit and walkability, expand infrastructure coverage and increase access to supportive services. Staff said the group will solicit unconstrained recommendations, identify barriers and return with prioritized, implementable options. Commissioners urged staff to include missing‑middle housing, MPDUs and rental‑management perspectives; staff agreed to add slots and to revisit the invite list at the March 18 meeting.
Staff said work‑group meetings will be open to the public, materials will be provided in advance, commission members will serve as ex‑officio participants and a midpoint joint meeting will align cross‑cutting issues. Staff recommended beginning the work groups in late April or early May and asked commissioners to forward suggested participant names.
