Planning commission leaves Carroll County water resources element comment record open until Feb. 23

A joint public hearing on Carroll County’s 2024 Water Resources Element (WRE) ended Tuesday with the county and two towns choosing to keep the public comment record open until Feb. 23.
Brenda Denny, who presented the draft WRE to the Carroll County Planning Commission, told commissioners the document is a single, countywide element prepared with the eight municipalities. "This public hearing includes both the Carroll County Planning Commission as well as the planning commissions for the towns of Manchester and New Windsor," Denny said, summarizing the purpose and the state-required 60‑day review process.
Denny said the draft has been available for public review since Nov. 15, that state agencies provided comments on Jan. 20, and that a public information session on Jan. 14 drew one attendee. She recommended keeping the record open to Feb. 23 to allow the two remaining municipal hearings to finish and to collect comments from all jurisdictions before preparing staff recommendations.
A Carroll County commissioner moved to leave the record open until Feb. 23; the motion was seconded and carried by roll call, with the commission recording 4 yeas and 0 nays. Manchester and New Windsor separately moved and approved identical motions in their bodies during the joint hearing.
Denny said staff will review comments submitted by the deadline, prepare recommendations and circulate them to all planning commissions; each jurisdiction will then make its own decision on any revisions to the WRE.
The public hearing was limited to WRE comments only; Denny reminded attendees there would be no question‑and‑answer period during the hearing and that speakers were asked to state their name and address and to limit remarks to three minutes.
