Committee forwards committee‑membership resolution without recommendation after heated exchange over representation and fellowship

The Committee of the Whole on Tuesday forwarded to full council a resolution revising standing‑committee memberships and quorums without recommendation after extended debate about representation and a councilmember’s fellowship.

Council President Payne said he had worked with the city clerk on a streamlined committee plan after learning a week earlier that Councilmember Ellison had been accepted into a fellowship program. Council Member Vitale and others argued the initial proposal would remove North Side representation from key committees; Vitale moved to substitute her name for Ellison on two committees and said she had consulted Ellison and his staff.

The exchange grew heated as members raised process questions, equity concerns and whether virtual participation would be feasible for a member out of state. Council Member Palmisano said removing a North Side seat without appointment of a replacement would be inequitable, while members including Council Member Payne urged a more measured, systemwide review to balance geographic and demographic representation across committees.

After several procedural steps, the committee voted to forward the proposal to full council without recommendation; the clerk recorded 11 ayes and one nay. Members asked that full council consider the matter in coming cycles so the legislative information system can be reprogrammed and equitable committee assignments finalized.
