Council honors Assistant Chief Rob Garn, approves appointments and routine bills in 8–0 votes

The Mansfield City Council used a suspension of its rules to approve a package of routine and ceremonial measures Wednesday, all by unanimous votes.
In caucus, council members heard a resolution honoring Assistant Chief Rob Garn upon his retirement effective Feb. 2, 2026, after more than 25 years of service; the measure (Bill 26-022) passed 8–0. Councilmembers and directors provided personal remarks and expressed gratitude for his service.
Council also approved appointments to the Mansfield Public Arts Commission (Bill 26-023), affirmed payment of $14,321.21 to Bricker Grama LLP under a "then and now" certificate (Bill 26-024), and authorized sale of surplus personal property via GovDeals Inc. (Bill 26-025). Each of those bills passed 8–0.
After suspending the rules to allow multiple measures to be considered the same night, council recorded final passage of Bill 26-027 (intent to appropriate easement interests for streetscape and bridge work) and Bill 26-028 (appointing Councilwoman Cheryl Meyer to the Richland County Regional Planning Commission/MPO committee) by votes of 8–0.
A roll-call attendance check and several community announcements — including the annual Black History Celebration at the Mansfield Richland County Public Library — preceded the votes. Council adjourned after completing business.
