The Mansfield City Council received a first reading Wednesday on a proposed purchase of a Pierce Impel pumper for the Fire Department and asked staff to return for at least one more reading before final passage.
Fire Chief (title given in the meeting) said the purchase is part of the department’s replacement schedule — frontline apparatus for 10 years, 10 years in reserve — and defended the procurement amid sharply higher prices for fire apparatus. "The truck that we're looking at purchasing tonight is 1,156,000.000 and some change," the chief said, adding that the same specification cost about $740,000 in 2022.
The chief said the city expects delivery in about 890 days (roughly 2½ years), that the capital equipment fund (supported largely by EMS revenue) will pay for the truck, and that the administration plans a 10-year financing note at just under 6 percent. He also noted that Mansfield typically buys pumpers in pairs but is ordering one now because current costs and lead times make twin purchases impractical.
Council members pressed on alternatives, insurance impacts and fleet strategy. One member noted Factory Mutual uses equipment life in underwriting and asked how far the department could push the 10-year replacement policy without raising insurance risk. The chief said delaying replacement would likely increase maintenance costs and risk longer out-of-service times.
Members also asked why Pierce was chosen; the chief said Pierce is a widely used, high-quality vendor and that alternatives had long lead times or labor issues. Council agreed to postpone final action and keep Bill 26-026 at first reading so staff can provide more information before a final vote.
Next steps: return to council with additional information and a second reading before a final contract authorization.
