Escambia County board approves multiple contractor license reciprocity requests; hears public comment about a prior disciplinary order

Staff introduced Rhonda Royalls as the department’s new deputy building official. Board members welcomed Royalls to Building Services.
In licensing business, the board approved by motion: Brian Lynch (master plumber/gas examination reciprocity), Jason Jordan (air conditioning Class B reciprocity), Chad Cogut (doors/windows/siding exam), Adam Craig (roofing reciprocity) and Frederick Gould (residential contractor reciprocity). Staff noted some applications included disclosures (prior criminal history or financial responsibility) and deferred final determinations to the board; the board granted approvals and instructed staff to include required documents in the applicant packets when missing.
During the public forum, contractor Robert Skiecak (9360 Nichols Lake Road, Milton) asked the board to consider reinstatement or rehearing of a disciplinary action (case 250329COM). He said he did not receive notice because his mailing address was not updated and that he had attempted to remedy the work for the homeowner. Staff told the board that Skiecak had been fined $2,000 and that the final order was signed in September 2025; if fines were not paid within 30 days the license would be subject to a one-year revocation. Board members advised Skiecak to work with staff on next steps and indicated that if fees were paid and an application for reinstatement was submitted, the board could place the matter on a future agenda for further consideration.
What’s next: Staff will follow up with applicants to finalize required documentation; Skiecak was instructed to provide necessary payments or documentation to staff so the board can consider reinstatement at a future meeting.
