Amy Barcroft of the Development Review Division said the project is being reviewed as a county site plan because the property straddles the municipal boundary and will not be annexed into the City of Westminster; technical reviews (grading, soil conservation, stormwater, fire protection) have been completed at the concept level and concept stormwater management approval has been granted.
Staff described the proposed one‑story addition as 1,955 square feet that would provide capacity for additional staff and students to meet the Maryland Blueprint pre‑K requirements. The presentation noted the project is included in the FY27 state CIP and that the county portion has been funded in the current adopted county CIP. Meeting discussion included questions about classroom counts, relocatable classrooms on site, and how attendance projections were calculated.
County staff also discussed typical costs for these pre‑K additions. A staff speaker initially referenced a larger modernization figure, then clarified that the typical single‑classroom pre‑K additions are on the order of $2,000,000. During discussion staff stated that each state‑licensed pre‑K classroom legally accommodates up to 20 students (state requirement of two staff for 20 four‑year‑olds).
