P&Z recommends support for Westminster Annexation 89 to provide water for two new uses

The Carroll County Planning and Zoning Commission on Oct. 21 voted to convey support to the Board of County Commissioners for Westminster Annexation 89, a petition from the City of Westminster to annex 531 Old Westminster Pike (Knit Center Park Condominium, ~1.47 acres). Staff presented the petition and recommended support, noting the annexation will allow the two new proposed uses — a doctor’s office and an adult day‑care — to obtain additional water allocation from the city.

Javier Toro (staff) described the parcel as currently in the county’s commercial‑medium intensity zoning and said the City of Westminster plans to place the property in its business zone; staff found the proposed annexation consistent with the City of Westminster 2009 comprehensive plan and stated it should not overburden county facilities. Matthew Herff, speaking for the petitioners, said the property is a long‑established condominium development and that the annexation request is driven by the need for building permits and water allocations for new uses.

Commissioners moved and seconded the recommendation to the Board of County Commissioners; the record later shows the chair stating the action carried with six yeas. Staff said the annexation will be presented to the Board of County Commissioners on Thursday, Oct. 23, 2025, for their consideration.

No public comment was received during the P&Z hearing on the annexation item.

The Commission’s action was limited to recommending that the Board of County Commissioners support the city’s annexation petition; final approval rests with the Board.
