Longview board approves consent agenda, sends attendance-transfer and discipline policies to second reading

At its Sept. 22 meeting the Longview School District board handled several routine governance items: the board approved the regular meeting agenda and later approved the consent agenda after a motion to remove the SEIU contract for separate discussion failed to receive a second.

A board member moved to remove SEIU contract approval from the consent agenda for additional discussion, but the motion "died for lack of a second," and the board subsequently approved the consent agenda. During the consent vote one board member registered opposition but the motion passed.

The board heard a first reading of Policy 3131 (district attendance-area transfers). The executive director of student services, Andrew Schoonover, said the policy revisions mainly simplify language, add a timeline for boundary requests (applications accepted beginning May 1 with district responses by June 20) and update the factors the district will consider when evaluating transfer requests. Board members requested broader public notice and agreed to move Policy 3131 to a second reading so the public can review the revisions.

Board members also reviewed Policy 3241 (student discipline), noting the updates align to WASDA-recommended model language and offer clarifying reordering of purpose and procedures. Several members said they would prefer a second reading to give parents and staff a chance to review; the board moved the item to the next meeting for final consideration.

What happens next: Both policies will return for a second reading at a future board meeting (next regular meeting referenced as Oct. 13). The consent agenda items remain approved as adopted on Sept. 22.
