On Feb. 3 the Pryor Creek City Council conducted the second reading of an ordinance granting a nonexclusive permit to Clarity Telecom LLC, doing business as Blue Peak, for construction and operation of a cable system in the city. Councilmembers discussed specific contract language, including removing five public locations from the franchise consideration and changing an automatic one‑year renewal clause to the 10‑year term language used in prior franchise agreements.
City staff and the mayor said they have been and will continue negotiating technical details with the company’s representatives (referred to in the meeting as Desi and Chase). The council agreed to approve the ordinance at second reading "with modifications" and directed staff to present the revised language at final reading after the meeting between staff and company representatives.
Council members cited the city’s existing franchise with other providers as precedent for the recommended 10‑year term and for consistent renewal language, and the city attorney and staff recommended aligning the new franchise language with prior agreements. The council voted in favor on the second reading with the condition that the stated edits be included in the final document.
