Staff explained change order #2 replaces an open concrete flume under sidewalks with a closed-pipe system that directs side‑street flows into the main pipes, a modification staff said will reduce debris and improve long‑term drainage performance. Project staff said the design refinement was not a contractor omission and that the job remains within adjusted budgeted amounts after prior credits.
Council voted to approve the change order and later approved a progress payment in the amount of $135,571.18 to J & S Construction to be paid from the street and drainage projects account (account referenced on the agenda). Staff noted remaining punch‑list items and a small number of manholes that require final lowering before final acceptance.
A council member commended the construction crew’s work and staff said additional corrections will be made under warranty or insurance when applicable.
